I'm taking the word of my local Costco's buyer and field guy, I had a long conversation with him before I started buying there. If I get the chance I'll question him further.

But the part of your post I was addressing was:

I know that Alaskan oil, for example, is sent to Japanese refineries because they are closer to the source.

I'm sure some Alaskan crude is sent to Japan, but not all Alaskan crude is sent to Japan. The Anacortes refineries get some of the crude too.
