Basically it gives the president the power to wiretap anyone without a warrant or going through the FISA court as long as they claim it was for national security reasons and it was an emergency.

And they don't have to prove it. Their word is good enough.

In addition, they can order someone or some company to do something without any repercussions as long as they claim they have decided it was legal. If someone sues, then that suit has to be blocked as long as they claim the action was legal.

Again, no proof required.
