Fair as demonstrated by liberals and socialists is the everyone is miserable. No, it's not. 1) what is the largest square footage house anyone is allowed? As big as they want and can afford. 2) what is the largest vehicle anyone is allowed to drive? As big as they want. 3) what is your lifetime limit on free medical care? No limit, just like an insurance policy. Getting back to your original point, anyone that drives a SUV is already penalized for it since they are paying more in taxes by using more fuel. Very minor compared with the cost that they inflict on the rest of us. You are subsidizing their gas Steve. Watch the people using handicap parking spots with handicap license plates and let me know how many must use the handicap spot due to "necessity". Your solution?
