Fair as demonstrated by liberals and socialists is the everyone is miserable. No, it's not. Getting back to your original point, anyone that drives a SUV is already penalized for it since they are paying more in taxes by using more fuel. Watch the people using handicap parking spots with handicap license plates and let me know how many must use the handicap spot due to "necessity". Your solution? enforce the existing laws.
