Do you recall the absurd prices and rolling blackouts of the California electricity crisis of 2000-01? There were dozens of perfectly good explanations for the crisis: a lack of generating capacity, a drought in Washington state, a shortage of transmission capacity, etc... But, after Enron went bust... End of crisis... and not a problem since...
