The Levees in and around NO, are supposedly back to the pre hurricane level. If so they should be able to withstand the higher water on the Mississippi. If that's a big lie, well than maybe we will find out.

Another point is the the flooding (as opposed to the extra rain which causes it), in the upper Mississippi is actually good for reducing the potential for flooding in the lower. All that water that goes through broken levees up north reduces the water level in the Mississippi itself.
