I heard the rumor (well placed) that there are no more ships available to lease out because of those that are available are used for storage, awaiting refineries that can refine the oil.... And we, in our wisdom (???) haven't built a single new refinery in over 30 years...we evidently have refurbished 14 of the 120+ old refineries that we do have.
