i understand it is the very heavy high sulphur crude that has minimum demand and very few refineries can handle that type crude. A refinery is a complicated continuous group of kettles etc i expect they configure all the cooking or breaking down the oil based on the base type of oil coming through.. for example just to switch over from gasoline cut to more of heating oil cut for winter it takes them a few weeks.

you may want to read about refinery operation on the web under a search to appreciate what it takes to get a barrel of oil broken into various cuts.
