Geoff, let's look at "individual responsibility" from the other end.

What about Paris Hilton? Do you think she shouldn't be taxed very much? Do you think a guy going to work at a minimum wage job should pay a higher percentage of his income in FICA and income tax than Paris Hilton pays on a million bucks for showing up at a casino?
