That, in my view, was the gravest mistake. I was shocked by its stupidity when it happened. Bureaucrats like Bremer do not understand that in totalitarian countries many capable and ambitious individuals - many of them natural leaders - will join the ruling (and only) party because there is no other way to advance.

How many among them were torturers with blood on their hands? Probably a relatively small fraction. The majority should have been "turned" and made work for us, instead of waging war against us.
