I'm ALL FOR looking at the legislative histories of them as well, in the effort to determine 'original intent'.

But... YOU would not want to IGNORE the actual written record of the founder's two years of debates over the provisions of what became the US Constitution though, would you?

You would not want to IGNORE the written record from the US Congress that considered, and then adopted the document, now would you?
