Anyone can change his/her mind. The question is whether it there is a good reason for it, or whether it happened as a result of political expediency. Some have argued, for example, that McCain flip flopped on drilling, but the circumstances have changed such that that can properly be characterized as him having changed his mind.

In Obama's case, the flip flops are almost 100% about political expediency. The biggest case, IMO, was on Jerusalem, since that is a major foreign policy issue and exemplifies what kind of foreign policy operation we can anticipate from him.

They are two different things and are readily distinguishable.
