There have always been rules governing birthday invitations in the school our boys attended-- both private and public. No invitations were allowed distributed IN class or on school grounds unless all were invited. If invitations were mailed privately, then it had nothing to do with the school.

Since the parents chose to ignore the rules, which at least here are quite well-advertised and I assume are in Sweden also, I don't find this nearly as egregious as you do. (Why it ended up in Parliament, well, that seems a bit extreme!)
