Don't understand. Who the MM will be trying to shake out? Writers or buyers?

For every call writer, there is a buyer. MM are the writers, usually but not necessarily and nonprofessionals are buyers.

Assuming the majority of writers are nonprofessionals, to shake them out, don't the MM have to lift the stock above 30 for cover? How can they scare the call writers by bringing the price down to 29?
