They are not of course absolutely conclusive, but it shows how in common usage of the time, laws and constitutional articles and amendments, that has a clause giving a reason, and then had a clearly active clause that makes a specific legal requirement or limitation; do not mean that the requirement or limitation is dependent on the reason.
