Implications are irrelevant. What matters is how much oil is currently being produced as compared to consumption and where are we going over the next 20 years, day by day, month by month, year by year.

Adding 4 miles to the gallon on cars by 2020 is an improvement but does not address our problems today, which can not be solved because the democrats and republicans did not do their jobs. Period.
