It's obvious you believe in the converse argument, that governmental responsibility for social services is a viable substitute for charity.

The fact is that charity is indeed a choice, a choice of citizens who live in a healthy, strong, moral society. You look upon that choice and see the potential for abuse, for selfishness, for avarice. Hence the "forced charity" of liberal socialism.
