Donut hole is dumb but i understand what he was trying to do. I once proposed it myself long before he did. At this point i think fica/medicare should be a flat tax on all income with a hefty and indexed exclusion for all folks. Maybe when someone gets over 250k in earnings the exclusion should start to go away. Everyone should pay something so I would tax the first $1,000 of everyones income just so shorty couldnt come back whining about the free ride the poor get.
