I remember the energy credit existed until 1987 when the Dems eliminated it from the tax code. I remember that Reagan decontrolled oil and early on, reorganized DOE specifically to create an emphasis on R&D. I remember that he created a nuclear energy policy to deal with nuclear waste problem and increased contributions to the SPR. I remember an absolute focus on super-conductivity late in his administration aimed at reducing energy consumption.

As to oil shale & oil sands, I believe it was determined at the time that it was economically infeasible due to low gasoline prices. But he certainly did have several initiatives dealing with coal.

The reality is that Reagan had a fairly coherent energy policy, as did Bush 41.
