You can either raise the rate or extend the cap. Both have been done since inception. I maintain that actually there has been more of the latter since inception although not recently. 12.5% total is big nut. I would rather see 8% total and cap removed. In order to keep it more like a pension i would allow deductibility of fica in some fashion for the poor and working middle class so they can get some of it back. Or just eliminate the incmoe tax up to X dollars in earnings. There are ways to fix that will maintain inegrity and make it harder for you to call it welfare which is what you seem to want to do.
