For openers, I would eliminate cash-basis accounting so the public at large could understand the problem.

You have clearly demonstrated here you don't have a clue what is going on with SS. And it cannot be explained to those (like you) who don't understand accounting concepts.

Once that has been done we can start to address the actuarial issues. Until then, it simply isn't politically feasible to do anything about it.

Long-term, the best solution is partial privatization with a move toward total privatization ultimately.
