There are several salmon runs each year, and the bears can find dead or dying salmon over extended periods. Bears are omnivores, so they eat other things like moose calves, marmots, insects, grass, and berries. For human consumption you want to catch the salmon before spawning, when they're in better condition.

If you want to shoot a bear, you could come up to Alaska and pay $25K or so for a non-resident guided hunt. Elmat could come along and stab one in the back! ;>)
