Prevalance of credit cards have made this largely so, but there are many small businesses out there that would have to close if a percentage of their business wasnt done in cash. I am thinking that many of the income loopholes have been closed as well since reagan tax cuts. What most folks dont know is that along with reagan rates came less and less deductions as well as phased out ones. Of course as rates have crept up since the 28% bracket, none were reinstituted so the share the rich pay is a lot higher now even with bush cuts in place.
