This Bush government is actively hostile to the alternative energy industry.

That's a fairly questionable statement. To the extent that there is any truth in it, I would get rid of the active hostility, but the administration's response, while it certainly isn't enthusiastic support, generally isn't active hostility. They might oppose increasing subsidies and requirements, but they aren't creating new barriers or taxes for alternate energy.
