One can pick the meaningless standard one wishes and declare the upper atmosphere isnt cooling or is cooling. So do you say when the sun shines on the upper atmosphere it is cooling and when the sun does not shine on the upper atmosphere it is cooling.

So do you say when the clouds block all earth radiation and the measured temperature is -76F the upper atmosphere is cooling and when no clouds are present and the measured temperature is 122F the upper atmosphere is cooling.

According to the definition of cooling and the laws of thermodynamics the upper atmosphere is always cooling when it's temperature is above 3K.

By the way could you give altitudes or pascals of pressure to define what you think defines the cooling upper atmosphere.

And by the way there is so little mass in the upper atmosphere that one cannot detect it's IR temperature so many orders of magnitude less than that of the earth IR and lower atmosphere IR.
