Our thread "expert" is on record as having measured the sky (with and without clouds) using his $60 IR meter, so I assume he does in fact think that both gas and condensed vapor do in fact have some average emissivity which can be measured by his technique. Despite his claims a few posts back that they don't in fact have emissivities.
