There is rumor that Bush may call Congress to special session if they don't pass a bill allowing drilling by the end of this session.

Hmmmm....but they can stop solar development for two years and ignore emission controls for the rest of his term. What biz was Bush in before he became governor of TX? Oh yeah........OIL!
