No, it *does not*.

It makes you a "US Citizen"... but that does not mean the exact same thing as a "natural born US Citizen" --- which is a phrase inscribed into our constitution and refers *only* to a particular HIGHER REQUIREMENT that the Constitution has mandated as a qualification to be a President of the United States.

Previous to this law passed by Congress, by accepted legal practices since the nation's founding (hence the law to change them...) a child so born outside of the incorporated areas of the United States of America was disqualified to be President. Not 'natural born'....

The law was passed to extend this privilege further... but, (unfortunately for the candidate) the law was passed one year after his birth.
