That is part of it. But the most important part is that not all of the sunlight can be converted. Look at it this way. If it could convert all the light, it would be the blackest black it could be. No shininess. No color at all. Because the colors we see is the light that is reflected from it. The fact that PV cells have color, much less somewhat reflective, tells you they aren't very efficient.
