Still no direct quotes, but it looks like China Telecom's plans are considered common knowledge.

Taiwanese Handset Makers Gear Up to Vie for Mainland China`s CDMA Market

2008/07/15
Taipei, July 15, 2008 (CENS)--Mainland China`s major telecom providers are estimated to spend as much as US$12.5 billion in 2009 on equipment, notably CDMA-enabled equipment, after a spate of reorganizations within them, constituting a lucrative opportunity for Taiwanese cell-phone makers.

China Telecom Corp. Ltd. recently spent over RMB100 billion (US$14.7 billion at US$1:RMB6.8) to purchase China Netcom Group Co., Ltd.`s CDMA asset as part of its efforts to change its PHS (personal handyphone system) to CDMA (code division multiple access) system. As soon as China Telecom completes the system migration, all of its current 70 million PHS subscribers will be shifted to CDMA system. This carrier is estimated to see its CDMA subscribers soar to150 million over next few years from current 40 million, becoming the world`s biggest CDMA-service provider.

Industry watchers expect China Telecom to set up a powerful integrated telecom network in the mainland with its CDMA service and impressive fixed-line service, which has signed up 360 million subscribers.

China Mobile Communications Corp. recently acquired China Tietong Telecommunications Corp. while China United Telecom Corp. merged with China Netcom Group Corp. Ltd. These combinations are estimated to inspire expansions at the new bodies.

Industry watchers estimate the mainland`s 500-800 million farmers to become new factor to drive up the mainland`s handset market as the US$20 CDMA phones are quite enticing to them. They noted that CDMA infrastructure investment is around 20-30% below GSM infrastructure investment.

Industry insiders in the mainland estimated Chinese telecom authorities to begin to issue 3G licenses after the upcoming Beijing Olympic Games. China Mobile is expected to win a license to offer the service based on TD-SCDMA (time division synchronization code division multiple access) technology while China United to win a license to offer service based on wideband code division multiple access (WCDMA) technology.

Taiwanese handset suppliers including Compal Communication Inc., Inventec Corp. and Wistron NeWeb Corp. are gung-ho to tap the mainland market of CDMA handsets.
