If we are going to build power plants we need to somehow get the court system and enviro whacko's uninvolved. I don't know what the number is but it's like 10 years and hundreds of millions just to get through all the law suits before even starting a plant.

The changes in regulations that president Bush pushed through merges 2 steps in the approval process: approval to build and approval to operate into one step, done before the construction begins, and significant money is spent.

How the eviro-wackos killed the industry was by sabotaging the second step, approval to operate - using tactics like you mention (lawsuits, local government challenges etc).

The investors would put up a huge amount of money (invested and borrowed, and then when the plant was ready to generate revenue, the approval to operate would be drag on, causing huge losses - eventually killing the industry.
