Congress was moved to enact new law to change the meaning of 'natural born'... but the law was passed about *one year too late*

For the forth time, congress enacted a law in 1790, that clarified any possible dispute on this issue. If you think I'm lying, look it up yourself. Google "Naturalization Act of 1790"

That law says (and this is a direct quote)

"The children of citizens of the United States that may be born beyond sea, or outside the limits of the United States, shall be considered as NATURAL-BORN CITIZENS of the United States."

It doesn't matter if the canal zone or incorporated in to the US, or if people from the canal zone where deported, or if McCain was born on Mars. McCain's place of birth, and any information about or status of his place of birth either then or before then, or now, is irrelevant to the point.
