Perhaps that needs to be built out first and that involves some govt subsidies to get folks to do it. Leave the government out of it, the government didn't build the present infrastructure and they needn't build the next. When gas prices get high enough business men will snap up the next fuel, be it hydrogen, battery exchange, NG stations, or whatever.
