I think you need the filling stations first or the build out of hydrogen, battery cars etc. will take too long.

Why build infrastructure people won't use? It will just be bad publicity for whichever energy you build infrastructure. By the time you build it oil prices will likely drop and people won't buy the new energy despite the infrastructure. It's better to let prices for current fuel to be at least 20% or more higher so that the new energy it is at least competitive when oil prices dip. Right now oil may be the cheapest energy except possibly natural gas. Electricity is competitive right now, though much more so when you lump in battery prices.
