Do you really think the USGS would risk triggering an earthquake? What do you have for brains... sponge cake?

Excuse me, but I know a little about earthquakes. And what I know is that scientists are not entirely clear what causes them. They have hypothesized that there are any number of triggers such as:

Sound Waves Can Trigger Earthquake Aftershocks
sciencedaily.com

Heavy Rain Can Trigger Earthquakes
environment.newscientist.com

Earthquakes Can Trigger More Earthquakes, Experts Say
news.nationalgeographic.com

Oil Drilling, Not Earthquake, Caused Deadly Java Mud Volcano

So please don't tell me that drilling can not cause quakes. While that may be true, no one can guarantee its true given the current level of science on this subject.
