The pressures involved are two totally different scales. Even if the oil and gas was deep enough to make a difference. In the cases I know of, earthquakes occur at a depth far below what we can drill. Now, the cracks of the fault lines can, and do, extend to the surface. Like in the Santa Barbara situation. But that doesn't mean the oil can seep down there.
