IMO, eliminating the option MM exception may be the biggest step towards eliminating this scam (other than actual enforcement of the current rules and tracing of trades that escape the system.) Anyone doubting this should try to short a stock in the news at one of the online brokers. You can't get shares but it's easy to get the same effect by writing in the money calls, plus you get a premium. The hedgies do this and combine it with large put writing using the premium. Leverage to compound the short attack.
