But get this: In the fine print the Commerce Department said the headline numbers might be misunderstood, because it has adopted new rules for the collection of data that economists might not be aware of. The rules change involves the way data is compiled for multi-family apartment buildings in New York. Each multi-family building was apparently previously counted as one unit, and this time each family unit within each building are counted as one unit, which dumped a huge number of family units into the data. So, excluding multi-family starts in the northeast area, the government said housing starts fell 4%
