He might make such a compromise, but with Cramer ranting about the issue and forcing Cox to have to address the systemic risk that NSS represents, I'm not sure he's going to be a lenient.

He's effectively stated that it's illegal to NSS and the SEC is going to enforce the law (at least with regard to the financials). But if he does it for the bank stocks, he has to do it for all the NSS issues on the Reg SHO list.

That's how I read it. Essentially he's placing a round across their bows and telling them to self-police their NSS, or he'll do it for them.
