They give themselves that authority.

The USA gives itself an alternative to shooting the bastards on the battlefield, which to me is a big mistake unless it is clear they have intel value. I think the USA should forget about the alternative and just shoot them.

The World 'roo Court harasses people, and the USA, for political purposes. It has a clear alternative: fuggedaboutit.

I sincerely hope that the USA does not contribute finanncially to the 'roo Court.
