No, thats misinformation. Maliki's government has pretty much killed off, arrested or driven into Iran, Sadr's Mahdi Army - which was a proxy for Iran.

We're in Iraq now as part of the MultiNational Force at the specific request of the Iraqi government. Maliki has made statements indicating that American forces could be drawn down in the near future. Thats a result of the successful suppression of sectarian and terrorist violence over the past year by both American and Iraqi troops.

Iraq sells its oil at the world market price and the presence or absence of American troops won't change that. The success of military operations is allowing Iraq to increase its exports and that, to the extent it has an impact on prices, will tend to lower them not raise them.
