There is no risk to those naked short sellers. Cox is the head of the SEC and he said it was legal. They can sell as much as they like and never deliver and they haven't broken his rules, even though the securities act may have a different interpretation the SEC obviously doesn't care unless it's some of the big boys with influence getting hit.
