it does NOT prove they do nothing or that the rules are worthless.

The SEC publish their enforcement actions and the penalties (even when no liability is admitted).

Please list a couple of recent cases where the SEC has taken action in respect to these obvious infringements. There are hundreds of stocks on the Reg SHO lists. Many have been there for a long time; there have been thousands of complaints submitted..

Surely there would have been at least a few successful actions by the SEC in this regard. As I said before, the fact that even one stock is on the Reg SHO list PROVES the rules have been broken.

It can't be too difficult to know who has sold the stock and hasn't delivered even though the SEC in its wisdom refuses to disclose the rule breakers (but they are quite happy to publish the victim companies).
