Are you aware that frost will form on surfaces (like a car roof) facing the clear night sky even when the air temp is above freezing? Same principle. The object is surrounded by air above freezing but is facing a very cold radiation environment. The surface should have high emissivity (dark painted car will work).

You will see the above happen more often at higher elevation in desert environments with no wind. The clear night sky with low moisture is quite cold.
