Allen -

Whether my thoughts are ordered or not is a matter of perception and a rather rude response. Nevertheless, I'll respond without sarcasm or condescension.

Last week when President Bush lifted the drilling ban off the U.S. coast the price of oil dropped $9.00 a barrel. In the ensuring next few days it continued to drop. Perception does have an impact. Traders may be looking six to twelve months down the road, or they may be looking a few days or a few years down the road. No one really knows. All we can do is observe trading behavior toward potential policy changes in an effort to try and understand causality.
