The ones responsible for doing the rounding up are in many cases the same ones responsible for the mess. I suspect that "speculators" will be tagged as the culprits since they are always identified as the cause of every bubble mess. Congressmen will be retired and Alan Greenspan will be dead before anyone is held accountable for Fannie and Freddie's demise.
