This is the key:

Asian immigrants were more likely to have been more affluent and had better education opportunities in their native countries.

The bottom line is that the Asians have tasted success and education in the not-too-distant past... educated parents tend to raise educated kids. The Latinos need a starting point, a frame of reference that they don't otherwise have. And that's where some outside help can come into play.
