Brokers can loan a share of stock out of its customer account to be sold short over and over, collect rent multiple times on that same single share of stock and never have to deliver that share while a company which is targeted by short sellers cannot simply go out and buy an infinite number of shares on the long side -- they are limited to the number of shares issued and outstanding.
