By the time the surge was started (or even considered) a large part of the $700bil had already been spent, and reasonably another chunk of it was going to be spent surge or no surge (or even with a "pull out as fast as possible" order). Its sunk cost.

To the extent the surge and related developments are successful, they help reduce future costs.

For that amount we could have been oil independent 3 times over.

No we couldn't.

The cold hard fact is that we cannot afford this war.

We can easily afford $700bil over a time period when when the economy has produced more than $70tril. Whether that cost is a good idea, worthwhile, almost worthwhile, or a massive waste of resources for no good result, could be debated, but it isn't unaffordable.

It has already destroyed our economy and it will bankrupt this country.
