The people buying fuel efficient cars right now are mostly people with inefficient vehicles.

If you already have a reasonably new efficent car, you aren't in the market for one at the moment, but the long term market for efficent gasoline cars, is similar to the long term market for electric cars (except people who need the extra range of the gasoline powered car, get dropped off).

Those who care more about other things than they care about reducing gasoline usage are NOT the market for electronic cars, at least not before the point that they become so good and so pervasive that most cars (or at least most new cars) are electric cars.
